Baltic States Discuss Strengthening Support for Ukraine and Other Key Development Cooperation Issues

On June 3–4, the Ministry of Foreign Affairs of Lithuania hosted consultations among the directors of development cooperation from Lithuania, Latvia, and Estonia. The event was organized by the Ministry’s Development Cooperation Department.

The consultations focused on cooperation with Ukraine and the provision of support to the country—an issue that remains a top priority for all three Baltic states.

Chairing the consultations, Director of the Development Cooperation Department Rasa Kairienė emphasized the importance of Ukraine’s recovery and reconstruction, invited the counterparts to work together and coordinate actions to ensure more effective support for Ukraine in its fight against Russian aggression.

“Our shared historical experience and values, along with a clear understanding of needs and context, enable us to contribute meaningfully to Ukraine’s reconstruction, reforms, and European integration efforts. Through coordinated action, we can achieve even greater impact,” Rasa Kairienė stated.

During the meeting, participants exchanged views on key development cooperation priorities within the European Union, the United Nations, and other international platforms. Topics included preparations for the upcoming Financing for Development (FFD4) conference, possible scenarios for the next EU Multiannual Financial Framework (MFF). Representatives of the Baltic states also shared experiences on private sector engagement in development cooperation and discussed various aspects of the Global Gateway initiative.

Lithuanian representatives invited their Latvian and Estonian colleagues to attend an event in Brussels on June 12, where Lithuanian businesses will showcase innovative green technologies and solutions aimed at supporting more sustainable and effective EU development cooperation initiatives.

The meeting also featured a presentation by the company Repsense on Russia’s disinformation campaigns and the visibility of the Baltic states in the media of partner countries. The Lithuanian Fire and Rescue Department shared insights into its humanitarian assistance efforts.

The next meeting of the Baltic development cooperation directors will take place in Latvia in 2026.
