Ministry of Foreign Affairs of the Republic of Lithuania calls to submit concepts and applications for the implementation of the projects of Development Cooperation and Democracy Promotion Programme in 2015.
Financing will be provided for projects that will be in line with the Development Cooperation and Democracy Promotion Policies of the Republic of Lithuania for 2014-2016, adopted by the Resolution No. 41 of the Government of the Republic of Lithuania on 15th January 2014.
- Ministry of Foreign Affairs calls for submission of CONCEPTS for the implementation of projects in the following countries and areas (indicative amount of support 376 506,02 EUR):
In the Eastern Partnership countries:
Projects for Eastern Partnership countries in the areas listed below can include more than one partner country, if participation of several partner countries will deliver better results and increase the overall impact of the projects.
- Republic of Belarus:
- administrative and institutional capacity building in the areas of transport and customs, support for cooperation between local authorities of the Republic of Lithuania and the Republic of Belarus;
- fostering of common historical and cultural heritage.
- strengthening of civil society, especially support for youth initiatives and women’s social and economic activity.
- Georgia:
- administrative and institutional capacity building, supporting the implementation of reforms related to EU-Georgia Association Agreement, with a particular emphasis in the areas of customs, transport, healthcare, food safety, phytosanitary and animal health;
- regional development and strengthening of local governance;
- fostering of women’s social and economic activity;
- strengthening of civil society institutions, fostering their involvement in the process of development and implementation of Eastern Partnership’s policy, awareness raising on the benefits of European integration and its advantages;
- development of innovations and technologies, implementation of reforms in the areas of education and science.
- Republic of Moldova:
- administrative and institutional capacity building, supporting the implementation of reforms related to EU-Moldova Association Agreement, with a particular emphasis on reforms in legal sector, areas of customs, transport, healthcare, social security, food safety, plant health and veterinary medicine;
- regional development and strengthening of local governance;
- fostering of women’s social and economic activity;
- development of science, innovations and technologies;
- strengthening of civil society institutions, fostering their involvement in the process of development and implementation of Eastern Partnership’s policy, awareness raising on the benefits of European integration and its advantages in the regions of the Republic of Moldova.
- Ukraine:
- administrative and institutional capacity building, supporting the implementation of reforms related to EU-Ukraine Association Agreement, with a particular emphasis on reforms in justice and home affairs, agriculture, health protection, customs, infrastructure and transport as well as energy efficiency improvements.
- strengthening of civil society institutions, fostering their involvement in the process of development and implementation of Eastern Partnership’s policy, awareness raising on the benefits of European integration and its advantage in the regions of Ukraine;
- fostering and research of common historical and cultural heritage.
In other regions and areas:
- Islamic Republic of Afghanistan:
- state institutions capacity building in the areas of social and economic development;
- strengthening of civil society, with a particular emphasis on women and children‘s rights;
- regional initiatives, while implementing confidence-building measures in the areas of food safety and animal health, crisis resilience, and other.
- Palestine:
- support for civil society in social care and educational activities in order to cope with conflict, crisis and traumatic situations.
- Tunisia:
- strengthening of democratic institutions.
- Projects raising public awareness and education on development cooperation and democracy promotion:
- periodical information dissemination in the mass media on UN, EU and Lithuanian development cooperation policies, objectives and challenges, reached results and ongoing projects;
- other concepts of public information and education on development cooperation and democracy promotion.
- II.Ministry of Foreign Affairs calls for submission of APPLICATIONS FOR PROJECTS for the implementation of the following concepts (indicative amount of support 115 848 EUR):
- Technical assistance to Ukraine in the field of standardization.
- Strengthening administrative capacity in the field of agrarian policy in Ukraine.
- Technical assistance in the field of nuclear security for the Republic of Azerbaijan.
- Technical assistance in the field of nuclear security for the Republic of Moldova and Ukraine.
- Strengthening institutional capacities via exchange of experience and expertise.

While evaluating submitted concepts and applications for projects, attention will be paid to the horizontal priorities of development cooperation, such as strengthening of democracy and human rights, promotion of gender equality, promotion of women‘s social and economic engagement / activities, environmental concerns and the fight against climate change. Attention will be also paid to how the project will contribute to Lithuania's European integration experience transfer to the Eastern Partnership countries and to dissemination of the above mentioned experience in the regions undergoing transformation.
Submitted concepts and applications for projects shall conform to the EU, Lithuanian and country, which is partner in the implementation of the project, multilateral and (or) bilateral strategic agreements, and (or) development strategies of the partner country.
An application for a project shall contain at least one partner in the partner country. A partner in the partner country is not obligatory, when the project relates to public information or democracy promotion, or if a concept or application for project is being submitted by a subject of the partner country or by an international organization.

Information on the submission of concepts and applications for projects, selection procedures, implementation and information for providers as well as any other project-related information is available in the Description of Procedure for the Implementation of Development Cooperation Activities by State and Municipal Institutions and Agencies, approved by Resolution No 278 of the 26 March 2014 of the Government of the Republic of Lithuania and the Description of Procedure of the Implementation of the Development Cooperation and Democracy Promotion Programme, established by Order No. V-62 of the Minister of Foreign Affairs of the Republic of Lithuania on 17th April 2014.
Lithuanian and foreign legal persons, other organizations, their subdivisions, and natural persons are invited to submit concepts and applications for projects, in Lithuanian or English, according to the established forms, together with required attachments. Estimated project duration may be one or more years.

After being filled, signed and scanned, concepts and applications for projects together with scanned attachments shall be sent by e-mail at the address: projektai@urm.lt, or filled and scanned concepts and applications for projects together with attachments shall be sent by registered post or delivered to the Ministry of Foreign Affairs of the Republic of Lithuania at the following address: Development Cooperation Department, Ministry of Foreign Affairs, J. Tumo-Vaižganto str. 2, LT-01511, Vilnius.
Concepts and/or applications for projects will be accepted till 15th January 2015. The Ministry of Foreign Affairs of the Republic of Lithuania reserves the right to revise the deadline for the acceptance of concepts and/or applications for projects.
