Call to submit projects concepts

The Ministry of Foreign Affairs of the Republic of Lithuania calls to submit concepts for the implementation of the projects of the 2013 Development Cooperation and Democracy Promotion Programme of the Republic of Lithuania.

The financing will be provided for the development cooperation and democracy promotion projects that will be in line with the 2013 Lithuanian foreign policy priorities and the Guidelines of the development cooperation policy for 2013.

The projects must contribute to the implementation of the Lithuania's European policy, development of transatlantic cooperation, public diplomacy and information on the Lithuanian development cooperation, as well as to the priority of the Lithuanian Presidency of the EU Council – the development of the EU Eastern Partnership initiative through sharing Lithuanian transition experience to partner countries in the region.

The Ministry of Foreign Affairs calls for submission of concepts for the implementation of projects in the following countries and in the following areas:

In Afghanistan (in particular in Ghor Province) (total support is planned up to 800 000 litas):

  • Support for good governance through the administrative capacity building of local government and non-governmental organizations;
  • Support for economic and social development, especially rural development;
  • Support for increasing the community resilience to crises arising from natural disasters.

In Belarus (total support is planned up to 600,000 litas):

  • Support for democratic movements, especially youth initiatives, and strengthening of civil society;
  • Support for cooperation between local authorities of Lithuania and Belarus regions;
  • Support for preservation of the common historical and cultural heritage;

In Georgia (total support is planned up to 200,000 litas):

  • Support for administrative and institutional capacity building by promotion of European integration, especially in agriculture, environmental protection, health care, and energy efficiency areas;
  • Support for regional development and local governance;
  • Support to civil society.

In Moldova (total support is planned up to 200,000 litas):

  • Support for administrative and institutional capacity building by promotion of European integration, especially in law, customs and agriculture areas;
  • Support for strengthening regional development and local governance;
  • Support for the strengthening of democracy and civil society in the regions.

In Ukraine (total support is planned up to 200,000 litas):

  • Support for administrative and institutional capacity building by promotion of European integration, especially in justice and internal affairs, customs, agriculture, environmental protection, health care, and energy efficiency areas;
  • Support for democracy and civil society strengthening;
  • Support for preservation of the common historical and cultural heritage.

Projects of public awareness raising and education on development cooperation and democracy promotion (total support is planned up to 400,000 litas):

The goal of (these) projects is to inform various Lithuanian population groups about the importance, objectives and benefits of development cooperation and democracy promotion policy, to raise awareness on its importance and to encourage the Lithuanian society to actively contribute to its implementation.

  • A promotional video clip (up to 2 min.) on the objectives, needs and results of development cooperation and democracy promotion inviting the society to contribute (to these activities). Means/Concepts of application of the video clip (with the concept of using the video clip);
  • An educational tool for schools about the development cooperation. Means/Concepts of application (the concept of its use);
  • Other concepts of public information and awareness raising on development cooperation and democracy promotion.

In the evaluation of concepts, special attention will be paid to how the project will contribute to Lithuania's integration experience transfer, consolidation and implementation of the principles of democracy, in particular ensuring human rights, equal opportunities of women and men, protecting the interests of people with disabilities, children and other vulnerable groups of society, as well as increasing community resilience to crises arising from natural disasters.

Project concepts will be accepted till 11 January 2013.
