Fines for sanction violations to fund Ukraine’s reconstruction

The fines paid for violations of international sanctions and restrictive measures established by Lithuanian national laws will soon be used by the Fund for Development Cooperation Humanitarian Aid to finance recovery projects in Ukraine.

"It is encouraging that the Fund for Development Cooperation and Humanitarian Aid has received its first contributions from fines imposed for violations of international sanctions and restrictive measures set out in the laws of the Republic of Lithuania. The transfer of these funds — which amounted to €167,401 in 2024 — is an important step toward ensuring justice and demonstrates Lithuania’s commitment to supporting Ukraine’s recovery by all possible means. Lithuania remains firmly committed to upholding international law and actively contributing to Ukraine’s reconstruction and recovery," said Kęstutis Budrys, Minister of Foreign Affairs of Lithuania.

Since 2022, thanks to support provided by the Lithuanian Fund for Development Cooperation and Humanitarian Aid numerous key restoration projects in Ukraine were implemented: the nursery “Rūta” in Irpin and the lyceum in Borodianka were rebuilt from the ruins, educational facilities in Snihurivka, Mykolaiv region were upgraded and equipped with essential resources. Among other important initiatives, the Fund also financed the construction of an anti-radiation shelter for the nursery in Irpin. These Lithuanian initiatives were implemented by the Central Project Management Agency (CPVA).
