Preliminary OECD data on Official Development Assistance for 2023 – fifth consecutive year of growth

On 11 April 2024, the Organisation for Economic Co-operation and Development (OECD) published preliminary figures for the support provided by donor countries to developing countries in 2023. Lithuania's contribution in supporting developing countries was close to the average of OECD Development Assistance Committee (DAC) member states.

In 2023, Lithuania's Official Development Assistance (ODA) amounted to EUR 178 million, or 0.28% of gross national income (GNI). EUR 93 million was allocated for bilateral assistance and EUR 85 million for multilateral aid. The largest share of Lithuania's ODA was humanitarian and financial assistance to Ukraine – EUR 52 million (almost 1/3 of Lithuania's ODA – 29%).

ODA from OECD DAC member countries to Ukraine in 2023 increased by 9% to EUR 20 billion. In addition, EU Institutions provided USD 20.5 billion in support to Ukraine. These figures made it the largest amount of aid given to partner country in a calendar year.

The total support provided by OECD DAC member countries in 2023 reached an all-time high of USD 223 billion, up from USD 211 billion in 2022, as provider countries increased aid flows to Ukraine and directed more humanitarian assistance to developing countries. It amounted to 0.37% of DAC donors’ combined GNI for a second year running.

Lithuania annually submits a statistical report on the support provided to the OECD DAC. In December, the OECD will publish detailed data on the support provided in 2023.
