Lithuania together with partners from Germany, Spain, and Italy, has won the EU Twinning programme project "Strengthening the Circular Economy in the Philippines." The Lithuanian Environmental Project Management Agency (APVA) became the lead implementer of the project and will carry it out it together with junior partners.
The main objective of this project is to assist the Environmental Management Bureau (EMB) of the Philippines in practically implementing circular economy and extended producer responsibility policies by strengthening institutional capacities, regulatory frameworks, and investment management processes, as well as offering EU best practices, methodological solutions, and training programs. The European Commission is allocating 3.55 million euros for the implementation of the project, with a duration of 36 months.
By successfully implementing the Twinning program and contributing to the green transition, APVA effectively combines specialized expertise in the circular economy, waste management policy, deposit-refund system, and digitalization.
This is the first Twinning project in the Philippines announced by the European Commission. This call for the Twinning project is part of the EU-Philippines Green Economy Partnership (GEPP) program, which has a total value of 60 million EUR. Such cooperation reflects a high-level political commitment between the European Union and the Philippines to promote a green economy and sustainable development.
The EU Twinning program, funded by the European Commission, supports cooperation between peer institutions from different countries, strengthens the administrative capacities of beneficiary countries, and helps them implement necessary reforms. Lithuania has been providing expert support in this EU program since 2004 and, with this project, has won 153 EU Twinning project selections.
