Title of the call for project proposals

Call for applications for grant from the Fund for Development Cooperation and Humanitarian Aid

Objective

Select and finance projects that meet the Strategic directions for Lithuanian development cooperation and the concepts approved by the Governing Board of the Fund for Development Cooperation and Humanitarian Aid (Annex 1)

Eligible applicants and partners

Lithuanian and foreign legal persons, organizations, their subdivisions, and individuals are invited to submit project applications.

The applicant must have partner(s) in the partner country where the project is implemented. A partner in a partner country is not required for activities related to democracy support. Legal entities of Lithuania and foreign countries, other organizations, their divisions and natural persons can be partners of the project. The number of project partners is not limited.

Special requirements for applicants and partners can be determined in the concept (Annex 1).

One applicant may submit only one application. The same applicant cannot submit applications as a member of a joint activity group or a project partner operating on another legal basis. If an applicant submits more than one application as an applicant or partner, all applications submitted by that applicant (partner) are rejected (unless the applicant/partner renounces the previously submitted application in writing).

The applicant must have the necessary administrative abilities and capacities to ensure the implementation of the project and the ability to effectively use the results of the project after the implementation of the project.

Eligible activities

The project application should meet all the requirements set out in the concepts. If the requirements set out in the concept are not met, the project application is rejected and the project cannot be financed.

Activities financed by the Fund must achieve the goals and objectives specified in the concept, for the implementation of which the project is submitted.

The costs of the project must be rational, reasonable, in accordance with the principle of economy. Funds cannot be used to finance the purchase of weapons, military and other equipment, nuclear technology not intended for peaceful purposes, luxury goods, services or gifts, and other activities contrary to the interests of Lithuania's foreign policy.

Funds can be allocated and used:

1. for the costs of project activities;

2. project administration costs (salary and salary-related costs of the employees administering the project (project manager, project coordinator, project financier and other necessary employees) or service costs of project administrators and other costs related to project administration (office space, transport rental and maintenance, short-term purchase or rental of tangible assets, communications, financial services (account servicing and other bank operations, except for currency exchange), business trips and other necessary expenses), if they are directly related to project activities and are necessary for the implementation of the project.

No more than 10 percent of the project's total amount of funds can be allocated for project administration costs.

17 October 2022 16:00 Lithuanian time.

Applications are filled out and submitted electronically online in Lithuanian or English.

Selection process

Evaluation of projects shall be organized by the Central Project Management Agency (CPMA).

The evaluation takes place in these phases:

  1. Administrative compliance evaluation of the project application, during which it is determined whether the project application is completely filled out, whether the applicant(s) and the project application meet the formal criteria, whether all project annexes are submitted, etc. The evaluation of the suitability of the administrative compliance of the project application is performed by one evaluator (CPMA employee);
  2. Evaluation of the content and reasonableness of costs of the project application, during which it is assessed whether the project application meets the established content criteria and whether the project is suitable for financing. The evaluation of the content of the project application and the reasonableness of costs is carried out by at least 2 evaluators. The total score assigned to the application is calculated by deriving the average score given by the evaluators (without rounding to a whole number).

CPMA submits the results of the evaluation to the Governing Board of the Fund for Development Cooperation and Humanitarian Aid. The Governing Board makes decisions on the allocation (non-allocation) of funding for the implementation of selected project applications.

During the assessment, CPMA has the right to contact the applicant for additional information or documents.

Applications are evaluated within 45 days from the last date for submission of applications specified in the announcement of the call for applications. In case of justified need, CPMA can ask the Governing Board of the Fund for Development Cooperation and Humanitarian Aid  to extend the evaluation period.

Total budget of the Call

800.000 EUR

Minimum and maximum grant applied

The minimum grant applied for shall not be less than 20.000 EUR

The maximum grant applied for shall not be more than 100.000 EUR

Project grant rate

The grant rate is up to 90% of the total eligible expenditure of a project.

After the application is approved, all costs are paid at the same intensity (in the ratio of own funds and the funds specified in the application and approved during the evaluation).

In order to substantiate their own contribution, the applicant or partner must provide a free-form commitment to finance a specific project with their own funds and/or, if it is planned to receive funds from other sources to cover their own funds obligations, evidence of such commitments.

Duration of the projects

Up to 12 months, if the total cost of the project is less than 50.000 EUR

Up to 24 months, if the total cost of the project is more than 50.000 EUR

Planned date of signing of project implementation contracts: December, 2022

Funded activities

The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit project applications for the implementation of the concept of the Development Cooperation Department “Construction and furnishing of Mahmoodiya primary school in Qasrki village, South Sinjar, Iraq”.

The project is financed from the funds allocated for the measure “Strengthening Lithuania's Participation in the Implementation of the Sustainable Development Agenda until 2030 in the Partner Countries” of the Ministry's Strategic Action Plan. The budget of the project is € 150,000. The Program will be administered by the Central Project Management Agency.

Applicants

The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit project applications for the implementation of the concept of the Development Cooperation Department "Strengthening the Institutional Capacity and Governance of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova".

The project is financed from the funds allocated for the measure “Strengthening Lithuania's Participation in the Implementation of the Sustainable Development Agenda until 2030 in the Partner Countries” of the Ministry's Strategic Action Plan. The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit applications for the implementation of development cooperation projects under the Development Cooperation and Democracy Promotion Programme in 2021.

In accordance with the development cooperation policy guidelines set out in the Inter-Institutional Action Plan on Development Cooperation, adopted by Resolution No. 937 of the Government of the Republic of Lithuania on September 21, 2016, the Ministry of Foreign Affairs calls for submission of project applications for the implementation of the following concepts:

Republic of Armenia (projects will be administered by the Central Project Management Agency CPMA):

  1. Support for the implementation of the Cooperation Agreement between Armenia and the European Union (CEPA) - Development of an EU-compliant safety and regulatory framework for land and air transport.
  2. Development of a clean environment in Armenia through the development of a sustainable waste sorting system.

Republic of Azerbaijan (administered by CPMA):

  1. Promotion of socio-economic activity of women and youth in the regions of Azerbaijan.

  1. Developing a corruption-intolerant society in Moldova by strengthening independent media.

Ukraine (administered by CPMA):

  1. Support to education sector in the conflict affected regions in Eastern Ukraine by developing digital educational platforms.
  2. Mental health care and rehabilitation services enhancement in Eastern Ukraine.
  3. Export promotion by establishing small and medium business clusters in the regions of Eastern Ukraine.

European Union’s Eastern Partnership Countries (administered by the Ministry of Foreign Affairs):

  1. Dissemination of independent information and building resistance to disinformation in the European Union’s Eastern Partnership countries.

Migration origin and transit countries and regions (administered by CPMA):

  1. Support for introduction of innovative agricultural technologies in Mali.
  2. Support for the economic empowerment of women in Palestine.

Public education and awareness about development cooperation (administered by CPMA):

  1. Documentary film festival on the development cooperation theme.
  2. Raising public awareness on development cooperation.
  3. Public education on the UN Sustainable Development Goals and promotion of volunteering.

A total of EUR 580,000 will be allocated to these projects in 2021.

While evaluating submitted project applications, attention will be paid to the horizontal priorities of development cooperation: strengthening democracy and human rights, promotion of gender equality, especially implementing Women, Peace and Security agenda, promotion of women’s social and economic engagement, environmental protection and fight against climate change. Additional attention will be paid to the way the project transfers Lithuania’s European integration experience to the Eastern Partnership countries and disseminates the above-mentioned experience in the regions undergoing transformation.

Lithuanian and foreign legal persons, organizations, their subdivisions, and individuals are invited to submit project applications. The duration of project implementation may be one or more years.

Applicant must have at least one partner in the country where the project will be implemented. A partner is not obligatory, when the project relates to the promotion of democracy or public information, or if an application for a project is submitted by an entity of the partner country or by an international organisation.

We recommend that project applications worth less than 15,000 EUR be primarily submitted to the diplomatic missions of Lithuania, during their calls for proposals, which will be announced on their websites in the beginning of 2021.

The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit concepts and applications for the implementation of development cooperation projects under the Development Cooperation and Democracy Promotion Programme in 2018.

Financing will be provided for the projects that are in line with the Inter-Institutional Action Plan on Development Cooperation guidelines adopted by Resolution No. 937 of the Government of the Republic of Lithuania on September 21, 2016.

CALL FOR CONCEPTS

Ministry of Foreign Affairs of the Republic of Lithuania calls to submit concepts for the implementation of the projects of Development Cooperation and Democracy Promotion Programme in 2016.

Financing will be provided for projects that will be in line with the Development Cooperation and Democracy Promotion Policies of the Republic of Lithuania for 2014-2016, adopted by the Resolution No. 41 of the Government of the Republic of Lithuania on 15th January 2014.

Ministry of Foreign Affairs calls for submission of CONCEPTS for the implementation of projects in the following countries and areas (up to 500 thousand EUR):

1. The Republic of Armenia:

  • Strengthening of democracy and civil society;
  • Implementation of social and economic reforms.

2. The Republic of Azerbaijan:

  • Strengthening of democracy and civil society;
  • Implementation of social and economic reforms.

3. Republic of Belarus:

  • administrative and institutional capacity building for cooperation between local authorities of the Republic of Lithuania and the Republic of Belarus;
  • strengthening of civil society and promotion of youth initiatives;
  • fostering of historical and cultural heritage;
  • economic and social development.

4. Georgia:

  • administrative and institutional capacity building, supporting the implementation of reforms related to EU-Georgia Association Agreement, with a particular emphasis in the areas of energy, fight against corruption, environment protection, climate change and healthcare;
  • regional development;
  • strengthening of civil society and social and economic activity promotion.

5. Republic of Moldova:

  • administrative and institutional capacity building, supporting the implementation of reforms related to EU-Moldova Association Agreement, with a particular emphasis in the areas of energy, reforms in justice sector, banking sector and fight against corruption;
  • strengthening of civil society, especially in the regions, focusing on women and youth activity promotion;
  • public awareness raising on the benefits of European integration, especially in the regions of the Republic of Moldova.

6.  Ukraine:

  • administrative and institutional capacity building, supporting the implementation of reforms related to EU-Ukraine Association Agreement, with a particular emphasis on reforms in the areas of energy, fight against corruption, justice and home affairs;
  • support for healthcare, especially in the field of rehabilitation;
  • strengthening of civil society, especially in the regions;
  • fostering of common historical and cultural heritage.

7. Islamic Republic of Afghanistan:

  • regional initiatives for the country’s economic and social development.

8. Eastern Partnership region:

  • support for media freedom and pluralism;
  • strengthening of democratic institutions.

9. In other countries that are included on the OECD list of beneficiaries:

  • Support for migration origin and transit countries and regions, where support and experience of Lithuania would contribute the most, meeting the needs of partner countries and strengthen Lithuania partnerships with other donor countries.

10. Public education and awareness about development cooperation projects:

  • Periodical new Sustainable Development goals presentation for society of Lithuania;
  • Other society awareness and education about development cooperation projects.

While evaluating submitted concepts for projects, attention will be paid to the horizontal priorities of development cooperation, such as strengthening of democracy and human rights, promotion of gender equality, promotion of women‘s social and economic engagement / activities, environmental concerns and the fight against climate change. Attention will be also paid to how the project will contribute to Lithuania's European integration experience transfer to the Eastern Partnership countries and to dissemination of the above mentioned experience in the regions undergoing transformation.

Submitted concepts for projects shall conform to the EU, Lithuanian and country, which is partner in the implementation of the project, multilateral and (or) bilateral strategic agreements, and (or) development strategies of the partner country.
