Project goal

Strengthening societal resilience against Russian propaganda.

Project results
  • A scientific paper was prepared on the strategic narratives through which Russia attempts to justify the occupation of Abkhazia (published at https://archive.ge ); based on this scientific work, two video clips were created in Georgian and Russian languages, targeting the audience in the occupied Abkhazia region, assessing the elections in Abkhazia, the establishment of Soviet rule in Abkhazia, the local Bolsheviks' struggle against Georgia, and the evaluation of the actions of Joseph Stalin and Lavrentiy Beria.
  • A public presentation of the project research work and video clips was held, attended by expert groups and representatives of the academic community. The clips were published on three NGO SOVLAB social media platforms, Facebook, Instagram, YouTube, and TikTok.

Project results
  • An informational campaign was organized to educate the public about the 12 priorities that Georgia must fulfill to obtain EU candidate status; pedestrian walks took place in the regions of Kutaisi, Batumi, Tsalenjikha, Telavi, and Akhaltsikhe, providing information to about 800 participants in meetings with local civil society activists, citizens, as well as members of local municipal councils and government officials.
  • Podcasts were created, which are accessible on the Radio Free Europe website and other platforms.

  • A publication about the EU was prepared and printed to increase understanding of Georgia's integration into the EU process (in Azerbaijani and Armenian languages); the publication was distributed in local communities.
  • Three-day training sessions were organized, attended by representatives of Jewish, Yazidi, and Muslim communities, as well as youth representatives from the Armenian Apostolic, Catholic, Evangelical Lutheran, Evangelical Baptist, and Seventh-day Adventist Churches.
  • A training program based on informal education methods was developed with highly qualified experts on the problems and challenges faced by ethnic minorities in Georgia.

  • Seminar, roundtable discussions, film screening, with a special focus on the main problem of the Kartvelians - the still strong influence of Stalinism on public thinking were organised (attended by 46 politicians, journalists, lawyers, businessmen, representatives of non-governmental organisations). Guests of honour were Nick Beresford (UN), David Hoffman (USAID), Mariusz Maszkiewicz (Poland), Heidi Grau (Switzerland).
  • The history of the establishment of the Republic of Guria in 1905, the problem of migration of citizens from Georgia, the importance of the transfer of Lithuanian experience for the Euro-Atlantic integration of Georgia and for joint actions against Russian aggression were presented to the public in detail.

  • 36 special waste sorting bins have been installed in 16 schools, colleges, community centres and local social organisations, 150 trees have been planted in 16 schools and colleges and 77 trees in 8 community centres and local organisations.
  • Civic activists and representatives of local organisations planted additional 185 trees, 75 nesting boxes were made and put up, and around 110 children were involved in 20 environmental clean-up actions.
  • 5 meetings with local authorities, 40 environmental assessment visits with volunteers have been organised; 10 videos have been produced.

The project aims to create a virtual trade network by strengthening the cooperation between agricultural enterprises in the Suwalki and Georgian Racha region.

Project results
  • Training in Georgia for the country's agricultural SMEs on "Common standards and quality requirements for food exports to the EU. Lithuanian good practice" was organised.
  • A 4-day internship in Lithuania visiting Suvalkija region agricultural companies specialising in dairy, beekeeping, meat processing, as well as meetings with representatives of the Kaunas Chamber of Industry, Commerce and Crafts were organised.
  • A virtual cooperation platform www.saklit.eu has been created (20 companies from each country), where new small businesses can register.
  • A presentation of agricultural products from the Rača-Lečchumis and Kvemo Svaneti regions of Georgia was organised in Šakiai.
  • A final event to present the results of the project was held at the Embassy of Georgia in Lithuania.

The project aims to create a virtual trade network by strengthening the cooperation between agricultural enterprises in the Suwalki and Georgian Racha region.

Project results
  • Training in Georgia for the country's agricultural SMEs on "Common standards and quality requirements for food exports to the EU. Lithuanian good practice" was organised.
  • A 4-day internship in Lithuania visiting Suvalkija region agricultural companies specialising in dairy, beekeeping, meat processing, as well as meetings with representatives of the Kaunas Chamber of Industry, Commerce and Crafts were organised.
  • A virtual cooperation platform www.saklit.eu has been created (20 companies from each country), where new small businesses can register.
  • A presentation of agricultural products from the Rača-Lečchumis and Kvemo Svaneti regions of Georgia was organised in Šakiai.
  • A final event to present the results of the project was held at the Embassy of Georgia in Lithuania.

Project results
  • Increased capacity of municipal authorities to implement the environment-related provisions of the EU-Georgia Association Agreement and existing best practices in waste management and recycling.
  • The recycling models developed for Tsageri and Lentekhi municipalities have been accepted by local municipal authorities.
  • The municipal staff was trained to apply the recycling model in practice.
  • Public awareness on environmental issues related to waste sorting and management/recycling was increased: school teachers, pupils and youth participated in an awareness raising training campaign.

  • 12 articles have been produced on clusters and the challenges they face. 7 informative videos were produced to promote the advantages that clusters experience on their way to the EU market.
  • 3 recommendations were made to support cluster formation and development in furniture, agriculture, logistics and transport (recommendations on furniture and agriculture were submitted to the Prime Minister).
  • A new cluster "Imeretian Vegetable Producers Cluster" was registered.
  • Main problems in fisheries export and logistics discussed with representatives of the Associations. 10 articles were produced analysing the current situation, each article reaching about 1000 users.
  • 3 entrepreneurs from the furniture, ICT and film clusters were trained remotely.

  • With the help of representatives of the municipality of Radviliskis, the current situation was analysed: tourism routes and objects, the municipality's existing programmes, the region's potential, and the challenges faced by local communities.
  • A strategy for the development of tourism in Chashuris is being prepared.
  • A map (4000 pcs.) has been developed and printed and the strategy should serve to promote tourism activities involving the population and entrepreneurs of the municipality of Khashuri. 30 tourism information boards in Kartvelian and English have been prepared and will be placed in the Khashuri region.

To strengthen Georgia’s cybersecurity legal and institutional framework to increase its security level of networks and information systems, as well as its level of prevention, preparedness, reaction and resilience to cyber incidents and threats. The benchmark for this will be the EU’s relevant policy and legal framework, namely the NIS Directive and the EU’s external cyber capacity building guidelines. The project will carefully follow the EU’s approach to promoting a rulesbased cybersecurity governance in full respect of Human Rights and Fundamental Freedoms. It will take into consideration a whole-of-government and whole-of-society approach for an inclusive and accountable policy and decision-making process, involving CSOs, civic actors and the private sector.

Co-financed project “Georgia on the European Way: Creation of Effective Model for DCFTA and SME Strategy Implementation”

The project’s overall objective is to raise the awareness of the Georgian people about the opportunities offered by the Comprehensive and Comprehensive Free Trade Area (DCFTA), to strengthen the capacity of civil society to lead independently public awareness campaigns on the implementation of DCFTA in Georgia.

Project results
  • During the project activities, financed from Lithuanian Development Cooperation funds in 2019, the project results were presented in Brussels. EU decision makers have been introduced to the DCFTA implementation in Georgia and regional development.

Development cooperation with Georgia

Georgia is one of the priority countries on Lithuania’s development cooperation agenda. It is one of the countries of the EU’s Eastern Partnership, which Lithuania consistently supports in order to achieve political association and economic integration into the EU. 

As a democratic state, which relatively recently underwent the implementation of democratization reforms, Lithuania actively shares the accumulated experience in European integration and other areas, and jointly implements development cooperation projects.

The strategic objectives of Lithuania's development cooperation policy have been determined based on the needs of Georgia, the Programme of the Government of the Republic of Lithuania, and the priorities of the EU Eastern Partnership Policy.

Sectoral priorities of the development cooperation strategy in Georgia for 2022-2025:

1/ strengthening Georgia‘s administrative and institutional capacity in implementing reforms related to the Association and the Deep and Comprehensive Free Trade Area Agreement, transferring experience in the area of public sector reforms;

2/ supporting democracy and strengthening civil society‘s resilience to disinformation.

Aid for Georgia

Georgia is the third largest recipient of Lithuania‘s development cooperation aid.

Lithuania has been implementing development cooperation projects in Georgia since 2005.

In 2005‒2020, 171 projects were implemented with the funds of the Development Cooperation and Democracy Promotion Programme for about 2,2 million euros. The aid focused in the areas of strengthening administrative and institutional capacities, promoting social and economic activity, equal opportunities, agriculture and food safety, climate change and environmental protection, health protection, internal affairs and justice.

In 2021, eight projects were financed with the funds of the Development Cooperation and Democracy Promotion Programme, for which 74,9 thousand euros were allocated. Projects were implemented in the areas of economic development (small business promotion), regional development support, strengthening of democracy and civil society, fight against disinformation, environmental protection and women's economic and social empowerment.

In 2022, five projects were financed with the funds of the Development Cooperation and Democracy Promotion Programme, for which 57,4 thousand euros were allocated. Projects were implemented in the areas of business promotion, strengthening of democracy and civil society, fight against disinformation, good governance, environmental protection.
