- Assessed the needs of MFEI in implementing reforms and preparing for negotiations for EU membership and provided Lithuanian expert and technical assistance to Moldova in the areas: 1) functioning and management of diplomatic service, 2) euro-integration, 3) economic diplomacy, 4) hybrid threat management, strategic communication, and countering disinformation.
- In the area of functioning and management of the diplomatic service: examples of legislation regulating the Lithuanian diplomatic service were provided, recommendations for the implementation of relevant legislation and procedures were given during training and visits to Vilnius and Chisinau. 7 representatives of MFEI visited Lithuania.
- In the field of EU integration: a two-module training program was organized for 28 Moldovan officials working in the field of euro-integration in Vilnius and Brussels. The research will result in elaboration, editing and publication of an international photo-documentary exhibition on history of deported children by Soviet regime and the publication of a thematic monograph-album on this issue. Historical knowledge will be disseminated by organizing a round-table (online) and 4 book & exhibition presentations.

- 4 Moldovan maritime transport specialists were trained on the application of exemptions from the requirements of the International Maritime Organisation (IMO) Conventions, the implementation of the International Ship and Port Facility (Terminal) Security Code, the assessment of flag State performance, and inland waterway transport.
- The current challenges and problems faced by Moldova as a flag State were reviewed, possible actions to strengthen the surveillance of ships were discussed, and possible ways and technical, legal and administrative options for moving from the "black" to the "grey" or "white" list of flags of the Paris MoU on Port State Control were considered.
- The results of the project are published on the LTSA website in Lithuania.
Contribute to the transformation of the primary health care system in Moldova by strengthening crisis resilience and improving access to services. Prepare guidelines for Primary Health Care (PHC) reform in Moldova, based of best practices; outline principles of motivation, stability, self-regulation, responsibility and accountability for the activities of PHC centers; develop plan for establishment/restructuring of PHC centers in one administrative district.

To achieve an accessible, effective, transparent, professional, and socially responsible justice sector in the Republic of Moldova and Ukraine that meets European standards, ensures the rule of law, respects human rights, and contributes to public trust in the judiciary.
- A forum for lawyers from Lithuania, Moldova, and Ukraine was organized in Lithuania, where the most pressing issues of legal system reforms in the partner countries were discussed, including specific provisions of draft laws being prepared in Moldova and Ukraine. The differences and similarities in the systems and experiences of the countries were identified, their impact on the effectiveness of institutions was discussed, and Lithuania's best practices in implementing specific laws were shared. Moldovan and Ukrainian representatives were also given the opportunity to visit similar institutions in Lithuania.
- Representatives from the U.S. Embassy in Moldova participated in the forum, and opportunities for further cooperation were discussed.
- Lithuanian legal acts that are particularly relevant for the continued implementation of legal sector reforms in Moldova and Ukraine were translated (the list of necessary translations was prepared based on the needs of the forum participants and their institutions).
To expand development cooperation by encouraging the interest and capabilities of Lithuanian institutions, non-governmental organizations, and businesses to participate in international development cooperation programs. To increase the awareness of Moldovan and Georgian citizens about European integration, countering existing negative stereotypes.
- Increased knowledge about European integration among local communities (students, civil society, journalists) in problematic and remote regions of Moldova and Georgia.
- Four selected journalists and political commentators from Moldova and Georgia acquired more knowledge on anti-propaganda techniques, information warfare, European integration, and European security topics (this should eventually improve the quality of European policy discourse in these countries).
- Four analytical articles were prepared and published on the myths of European integration prevalent in the public spaces of Moldova and Georgia.
- During meetings with target groups and more Eurosceptic groups in Moldova (left-wing parties) and Georgia (the Orthodox Church), efforts were made to provide more information about the benefits of European integration and to send a signal that Lithuania firmly supports the European integration process of these countries and is ready to assist in resolving the challenges they face.
To assist Georgia and Moldova in implementing educational reforms by creating and updating educational programs related to EU integration for general education schools, thereby contributing to the development of European values.
- Developed an elective program "Education for European Integration" for Georgian general education schools. The program covers topics such as the European Union, the system and significance of EU institutions, EU development policy, Georgia and the EU, and others.
- The program "Education for European Integration" was piloted in 3 Georgian schools. The pilot involved 46 10th-grade students.
- Updated the elective program "Education for European Integration" for Moldovan general education schools. The program covers topics such as Europe, European civilization, the idea of a united Europe, the founding of the EU, EU institutions, meetings and decision-making in the European Parliament, the common European currency as the basis for the economic cohesion of the EU, school and education in the EU, youth in the EU, Moldova before and after applying for the European Association Agreement, new export markets for Moldovan products, challenges of the EU and the contemporary world, the EU and the Arab migration crisis, the future of Europe, and others.

- Ensured continuous support and technical maintenance of the international website www.womenindemocracy.org, which presents and promotes gender equality in the countries of Eastern Europe, the Caucasus region, and Central Asia.
- Performed daily news monitoring and selection for the website sections "News," "Opinion," and "Facebook"; periodically updated the sections "Politics," "Governance and Economy," "Violence against Women," and "International Organizations" with relevant information, and uploaded visual materials.

To assist Georgia and the Republic of Moldova in implementing the Association Agreements with the EU by preparing the necessary implementation (institutional and procedural) infrastructure and resources, ensuring that the vast majority of planned measures are implemented on time and according to the schedules outlined in the Association Agreements and their operational agendas.
- During the project, 58 working days of consultations were provided to Georgia, and 49 working days of consultations were provided to Moldova.
- Short-term study visits for specialists from the civil services of Georgia and the Republic of Moldova were organized in Lithuania to leverage Lithuania’s experience in implementing Association Agreements with the EU, focusing on specific planning and implementation issues (2 visits involving 9 specialists).
Contribute to the development of nuclear security training and qualification improvement systems for the border protection and customs officers of Ukraine and Moldova by sharing Lithuania's training experience and advanced methodologies.

To assist Georgia and Moldova in implementing their Association Agreements with the EU by developing the necessary institutional and procedural infrastructure and resources, ensuring timely execution of planned measures according to the schedules outlined in the Agreements and their operational agendas.
- From September to December 2014, the capacities of Georgian and Moldovan institutions to implement the Association Agreements were strengthened:
- In Georgia, an initial needs assessment visit was conducted, followed by consultations on visa-free regime with the EU, alignment of national laws with EU regulations, financial services requirements under the Association Agreement, and the preparation of an action plan for adopting sanitary and phytosanitary (SPS) measures considering the economic cost-benefit balance (involving 5 Lithuanian experts).
- In Moldova, an initial needs assessment visit was conducted, followed by consultations on mental health for children and youth, suicide prevention, and improvement of juvenile justice statistics regulations (involving 3 Lithuanian experts).
To motivate and prepare young leaders from Eastern Partnership countries for professional political careers and to strengthen the existing network of young leaders.
- 62 young leaders from Eastern Partnership countries acquired the theoretical knowledge and practical skills needed for a successful political career; 15 organizations joined the young leaders' network.
To contribute to the strengthening of the capacities of civil servants in Republic of Moldova, according the standards of the EU, by improving the quality of the training and other professional development activities.

To continue supporting and developing the international website www.womenindemocracy.org, which promotes and presents gender equality in the Community of Democracies and other countries (especially in Eastern Europe, the Caucasus region, and Central Asia) since 2012.
- Daily monitoring of news and information databases regarding women's status and gender equality issues was conducted.
- Contacts were established with target NGOs from 15 countries in the region, and an analysis of national government documents, legal materials, and ongoing gender equality initiatives was performed.
- Materials were prepared and published on the website to familiarize the Lithuanian public with gender equality implementation initiatives in the region.
- A multi-day online forum on relevant equal opportunities issues was organized. The main result was an effectively functioning website.
Assessment of the strengths and weaknesses of the Eastern Partnership, and recommendations for further development of the EU's Eastern Partnership, particularly following the implementation of free trade agreements between the EU and partner countries, and the establishment of a visa-free regime.
- In October 2013, prior to the EU Eastern Partnership Summit held in Vilnius, an international roundtable discussion was organized. During the discussion, recommendations were formulated on how to strengthen the EU's Eastern Partnership initiative. The discussion involved 2 experts from Moldova and Ukraine, Lithuanian experts, representatives from the diplomatic missions of the partner countries, and representatives from the Ministry of Foreign Affairs.
To continue activities related to youth initiated during Lithuania's chairmanship of the Community of Democracies (CoD) in 2010-11 and to strengthen the CoD dimension.
- The second international leaders academy "Democratic Development in the European Eastern Partnership Countries: Challenges and Opportunities" was organized in Vilnius. Approximately 50 participants, including political scientists, youth, NGO representatives, and human rights defenders from Armenia, Azerbaijan, Belarus, Estonia, Georgia, USA, Lithuania, Moldova, Serbia, Ukraine, Hungary, and Germany, discussed with Lithuanian politicians the various democratic transformations, achievements, and challenges in the Eastern European region.
To strengthen civil society in Eastern Partnership countries in the context of Lithuania's presidency of the EU Council.
- From November 27-29, 2013, a conference for the civil society of Eastern Partnership countries was organized in Vilnius. The conference served as a platform for in-depth discussion on how to more effectively support the development of civil society in Eastern Partnership countries and to enhance its capacity to participate in the decision-making process. The dialogue between experts and civil society representatives from Eastern Partnership and EU member states proved to be particularly successful.
- Target groups of the conference included participants of the Eastern Partnership Civil Society Forum, representatives of local and international NGOs, political foundations, organizations, think tanks working in Eastern Partnership countries, representatives of the European Commission, and the largest international development cooperation agencies working in the region.
- The conference was attended by 378 participants and 211 media representatives. Approximately 7000 viewers from various countries watched the live broadcast.
To create a forum addressing current issues related to women's rights (featuring useful documents and examples of best practices), fostering thematic discussions, and supporting the implementation of gender equality in the region and other Community of Democracies countries.

To create a unique network of diaspora representatives from Central and Eastern European countries in Western Europe and to develop active, competent, and efficiently operating diaspora leaders from Central and Eastern European countries.
- Seventeen representatives originating from Azerbaijan, Belarus, Lithuania, Moldova, and Ukraine, currently living abroad, participated in the international conference "Democracy and Diaspora," during which experiences were exchanged, and the deep traditions of the Lithuanian diaspora and its experience in cooperation with the homeland were emphasized.
To promote the diaspora of Belarus, Moldova, and Ukraine by sharing the experiences of Lithuanian communities in Western Europe, particularly youth leaders in Germany, Ireland, Italy, and the UK, in creating a network of cooperation and thus contributing to the development of civil society and the dissemination of democratic values in their countries of origin.
- Organized a youth discussion and conference in Germany titled "Democracy and Diaspora," and held joint cultural events. The materials from the scientific conference were published.
- Created a website – forum demodiaspora.net – for sharing experiences through electronic means.
Assisting in the development of the legal framework for market surveillance, providing recommendations on the necessary equipment for on-the-spot inspections by the Agency's inspectors, training Agency staff to implement EU practices aimed at ensuring the safety of consumer products.
